Compliance Training Case Study

Motifmotion created an animated compliance training video series for PHMC that delivered statewide regulatory training to Pennsylvania retail employees in short-form animated lessons.

PHMC needed to train retail employees statewide on compliance-related topics tied to legal and regulatory requirements. The content needed to be accurate and easy to understand, while also fitting into the time constraints of frontline workers with limited availability for training.

Traditional text-based materials and long-form training sessions were inefficient and difficult to scale.

Introduction

Shaping the learning experience

The series was designed as a practical compliance training system, optimized for speed, clarity, and retention. Each video focused on a single topic, allowing employees to complete training in short sessions without disrupting daily operations.

  • Using concise 2D animation to simplify legal concepts
  • Structuring content into short, modular training segments
  • Applying clear visual cues to reinforce key rules and actions
  • Designing videos for repeat viewing and easy updates

The emphasis was on usability and real-world application.

How the content came together

Motifmotion worked closely with PHMC stakeholders to ensure the training content aligned with state requirements and operational realities. Scripts and visuals were refined to balance legal accuracy with accessibility.

  • Script development based on regulatory guidance
  • Visual planning to highlight compliance scenarios
  • Iterative reviews to ensure clarity and accuracy
  • A repeatable production process for future updates

This approach supported efficient production while maintaining consistency across modules.

Planning for scale and flexibility

The compliance training series was built to scale across retail locations statewide. Modular video design allowed individual lessons to be updated or replaced as regulations evolved, without requiring a full rebuild of the program. This flexibility reduced long-term maintenance effort while keeping training current.

Results and takeaways

The completed series helped reduce overall training time for employees while improving compliance completion rates. The approachable format made legal content easier to understand and retain, supporting more consistent adherence to requirements.

  • Improve compliance understanding
  • Reduce onboarding and retraining time
  • Support large-scale workforce education

Where this approach works best

This model works well for organizations delivering employee training and compliance content, particularly in regulated environments where accuracy, consistency, and efficiency are essential. It is especially effective for workforce training programs that require clear communication across large, distributed teams.
